The legal and political relationships between islands and the rest of the world, with a particular focus on Micronesia and other islands of the PacificThe core of this site is the Library and the collections of Island Links. The site also includes my biography and information on how to contact me. I have a keen interest in and extensive experience with island issues. I have worked particularly on issues from the Northern Mariana Islands, Guam, and the other islands of Micronesia, so that area of the Western Pacific Ocean is prominent in these pages. My practice is not restricted to island law. I focus on civil (as opposed to criminal) matters, and, particularly, on civil matters that involve the construction and application of U.S. federal law. In recent years, I have worked mostly on matters arising under the Indian Self-Determination and Education Assistance Act, U.S. Public Law 93-638, as amended. I have extensive experience in doing legal and historical research in the Library of Congress, the National Archives of the United States, and the agencies of the U.S. federal government.
